PRESO, INC. MONTHLY ACCOMPLISHMENT REPORT 01-28 AUGUST 2026

What has been done:

As we refocus our Community Bail Bond Program through partnerships with organizations outside NCR, our program field officer continues following up the status of cases and bail refund of active NCR clients.

COMMUNITY BAIL BOND PROGRAM

As of August 28, there have been 534 individuals referred to our program coming from 24 city jail facilities, 2 provincial jail facilities, 17 police stations, 3 youth centers, 3 correctional facilities, and 3 national agencies. Of this number 298 had been interviewed. Of the interviewed, 157 had been successfully bailed out while another 55 had been released through other legal means.

More significantly, we have a total of 113 CBB Participants who have successfully graduated from the CBB Program. We consider participants as having successfully graduated from the Program after their cases have been closed, and at least another six months of monitoring have elapsed. Throughout this period, they must have shown to be responsible members of their community and can lead productive lives.

With their release, the government has now saved ₱ 6,993,980.00. This is computed by adding the amount budgeted per day (PhP70 for food) per PDL multiplied by the number of days since the day of the release from jail of every individual Participant. These savings will increase as days go by and as long as their cases are not terminated. For those whose cases are dismissed, served early or whose probation was approved, we expect a savings of least 60 days of non-incarceration.

Additionally, on top of the food savings by the government, these individuals are now back to the community and actively engaged in their livelihood- hence contributing to the economy. We minimized their exposure to the criminogenic jail environment leading to better reentry to the society as responsible members.

BETTER VERSIONS INITIATIVES

One participant of our Bukas Loob Tungo sa Bagong Pag-Asa batch 2 was provided capital loan assistance based on the project proposals he presented during the formation sessions held from March-April this year. Monitoring of microbusinesses of the other beneficiaries provided were capital loans also conducted. Another batch 2 participant was provided financial aid after his house was damaged as a result of recent typhoons.

We met with colleagues from Arcadis_PH in preparation for the third batch of Bukas Loob Tungo sa Bagong Pag-Asa scheduled to start on September.

Our BANDILA Aftercare Program at Manila City Jail Male Dormitory successfully conducted its orientation session for the 9th batch of PDL due for release between October to November 2026. One PRL was interviewed at the BANDILA Office upon his release from detention to determine the level of support and intervention to be provided.

PRESO, Inc. was among the organizations invited by the Humanitarian Legal Assistance Foundation (HLAF) as consultant in their ongoing development minimum standards on health and medical treatment of PDL.

Weekly Values Formation sessions for several BJMP Jails continue in partnership with Bro Emman Soabas of the Commission on Biblical Apostolate. An average of 7 jails attend every Tuesday via zoom.

An image of the Sacred Heart of Jesus was installed inside the Paranaque CJ-MD though a donation from PRESO Inc.'s partner, Mary Help of Christians.

We donated a secondhand TV set to Pasig CJ-MD for their use in welfare and development activities for PDL.

We met with an architecture student from UST who's thesis focuses on the Manila City Jail.

Last August 7, one of the BJMP's transformative wardens celebrated his retirement from service. We were invited to join the occasion and wish him all the best in the next chapter of his life.

As we forge ahead with our Community Bail Bond Program and Better Versions Initiatives, we continue to learn and re-learn approaches and procedures. And this is a welcome experience for us. We envision that more PDLs and CICLs would be assisted soon with their liberties restored, their dignity regained and that their lives are eventually rebuilt. We as a community have a significant role in all these. In the long run, support for our prisons and prisoners as a whole would benefit all of society in terms of lower rates of recidivism and increased sense of public safety. GOD IS ON OUR SIDE!
