The month of June was highlighted by engagements and continued advocacy brought about by a national tragedy. Our Community Bail Bond and Better Versions flagship programs continued unabated.

COMMUNITY BAIL BOND PROGRAM
What has been done:
Our partnership with St. Louis University Baguio has led to our first PDL to be released on bail. We pray for his full recovery from his ailment that prompted his urgent release. Our Program Field Officers continued with their regular activities that included conducting weekly monitoring/home visits of successfully released participants, providing guidance and updating the steps they are taking towards becoming productive members of their communities.
As of July 3, there have been 534 individuals referred to our program coming from 24 city jail facilities, 2 provincial jail facilities, 17 police stations, 3 youth centers, 3 correctional facilities, and 3 national agencies. Of this number 298 had been interviewed. Of the interviewed, 157 had been successfully bailed out while another 55 had been released through other legal means.
More significantly, we have a total of 113 CBB Participants who have successfully graduated from the CBB Program. We consider participants as having successfully graduated from the Program after their cases have been closed, and at least another six months of monitoring have elapsed. Throughout this period, they must have shown to be responsible members of their community and can lead productive lives.
With their release, the government has now saved ₱ 6,751,760.00. This is computed by adding the amount budgeted per day (PhP70 for food) per PDL multiplied by the number of days since the day of the release from jail of every individual Participant. These savings will increase as days go by and as long as their cases are not terminated. For those whose cases are dismissed, served early or whose probation was approved, we expect a savings of least 60 days of non-incarceration.
Additionally, on top of the food savings by the government, these individuals are now back to the community and actively engaged in their livelihood- hence contributing to the economy. We minimized their exposure to the criminogenic jail environment leading to better reentry to the society as responsible members.

BETTER VERSIONS INITIATIVES

Three participants of our Bukas Loob Tungo sa Bagong Pag-Asa batch 2 were provided capital loan assistance based on the project proposals they presented during the formation sessions held from March-April this year.
The BANDILA Aftercare Program at Manila City Jail Male Dorm continued with its 8th Batch of PDL due for release between June-August being provided with pre-release orientation, formation, financial literacy and one-on-one interview sessions. Six released PDL sought assistance at the BANDILA office for the period covered.

ADVOCACIES

On June 24, 2026, Dr. Raymund E. Narag, together with representatives of PRESO Foundation and Persons Restored to Liberty (PRL), paid a courtesy visit to the National Police Commission (NAPOLCOM) to present the findings and recommendations of the 1st National Conference of Persons Restored to Liberty, held on May 22, 2026.
The meeting provided an important opportunity to elevate the voices of individuals who have experienced various stages of the criminal justice system: from arrest and detention to incarceration, supervision, and successful reintegration into society.

After the school shooting tragedy that occurred last June 22 at Tacloban the calls to lower the minimum age of criminal responsibility have again grown louder. PRESO Foundation released an official statement on juvenile justice, and the moral work of accountability. the paper entitled "Before we Lower the Age, Let Us Raise the Village" was shared through social media and distributed to those who attended the Senate Committee on Women, Children, Family Relations and Gender Equality inquiry on Juvenile Crime and Online Radicalization held last June 26. Dr. Raymund Narag with Atty. Eirene Aguila and Ms. Tessie Gomez were invited.

We met with representatives from UP KAKOSA to explore a partnership aimed at addressing jail decongestion with particular focus on overstaying PDL.

We met with three organizations, (1) Local Sparks.Org, (2) Lyceum of the Philippines Legal Aide Clinic, and (3) CHIRO Pilipinas Youth Group towards partnerships for programs and activities to benefit PDL & PRL.
Our partnership with Bro. Emman Soabas of the Commission on Biblical Apostolate together with Dr. Jean Rafanan continues with weekly online formation sessions participated in by PDL from at least 7 jail facilities.

We distributed some school supplies to Malabon CJ-MD and the children of PDL visiting their father at Manila CJ-MD.
Our Chief Consultant, Dr. Raymund Narag, returned to the country for several engagements, some outside NCR.
As we forge ahead with our Community Bail Bond Program and Better Versions Initiatives, we continue to learn and re-learn approaches and procedures. And this is a welcome experience for us. We envision that more PDLs and CICLs would be assisted soon with their liberties restored, their dignity regained and that their lives are eventually rebuilt. We as a community have a significant role in all these. In the long run, support for our prisons and prisoners as a whole would benefit all of society in terms of lower rates of recidivism and increased sense of public safety. GOD IS ON OUR SIDE!
