On June 24, 2026, Dr. Raymund E. Narag, together with representatives of PRESO Foundation and Persons Restored to Liberty (PRL), paid a courtesy visit to the National Police Commission (NAPOLCOM) to present the findings and recommendations of the 1st National Conference of Persons Restored to Liberty, held on May 22, 2026. Hopefully, more spaces will emerge where lived experience becomes part of policy-making rather than an afterthought. Hopefully, the voices of those who survived detention and incarceration will no longer remain at the margins of criminal justice discussions, but become essential to the design of laws, procedures, and correctional programs. Because if the criminal justice system truly exists for people, then people must also help shape it.

Organizationally, many police units survive on the mercy of local governments. Budgets depend on mayors. And when politics holds the purse, the badge becomes a weapon. LGUs don’t just support police—they command them. They own them. They aim them.

With effort & reforms, the PNP can recover from the damage & once again serve as a trusted protector of the Filipino people.
