Presenting Reform Recommendations to NAPOLCOM

On June 24, 2026, Dr. Raymund E. Narag, together with representatives of PRESO Foundation and Persons Restored to Liberty (PRL), paid a courtesy visit to the National Police Commission (NAPOLCOM) to present the findings and recommendations of the 1st National Conference of Persons Restored to Liberty, held on May 22, 2026.

The delegation was warmly received by Hon. Rafael Vicente R. Calinisan, Vice Chairman and Executive Officer of NAPOLCOM, along with key Commission officials. The meeting provided an important opportunity to elevate the voices of individuals who have experienced various stages of the criminal justice system: from arrest and detention to incarceration, supervision, and successful reintegration into society.

Among the key recommendations presented was the development of alternative police performance measures that go beyond arrest statistics and instead emphasize community trust, procedural fairness, quality investigations, victim satisfaction, and contributions to safer communities. Discussions also highlighted the importance of police accountability, citizen participation, and collaborative approaches to criminal justice reform.

PRESO Foundation is encouraged by NAPOLCOM's openness to listen, engage, and carefully study the recommendations. The meeting demonstrated that meaningful reform begins with honest dialogue and a shared commitment to building a justice system that is fair, accountable, and responsive to the needs of all Filipinos.
