PRESO, Inc. Joins 11th Pantalastasan on Justice Reform and Correctional Systems

PRESO, Inc. proudly took part in the 11th Pantalastasan: An International Academic Seminar held on July 9, 2025, at the National College of Public Administration and Governance (NCPAG), University of the Philippines Diliman, Quezon City. With the theme "Justice for All: Rationalizing the Philippine Criminal Justice and Correctional Systems," the event gathered key voices from the academe, law enforcement, and civil society to critically examine the state of the country’s justice system and propose practical reforms.
Executive Director Ms. Tessie Gomez attended the forum alongside CBB Program Field Officers Solita Baltazar and Nita Mangaser in a show of support for PRESO’s Chief Consultant, Dr. Raymund E. Narag. Dr. Narag’s keynote lecture shed light on the persistent issues of jail overcrowding, inefficiencies in custodial procedures, and the urgent need for correctional reform—all themes central to PRESO, Inc.’s advocacy for restorative justice and human dignity for Persons Deprived of Liberty (PDL).
Among the event’s key moments was the participation of Philippine National Police Chief, Police General Nicolas D. Torre III, who served as Guest Reactor. His openness to critical discussions on police operations and reform was a welcome gesture, signaling a possible shift towards greater accountability and inter-agency cooperation. His exchange with academic and civil society participants, including PRESO, Inc., reflected a growing consensus on the need for coordinated action in delivering justice for all.
By joining events such as Pantalastasan, PRESO, Inc. continues to amplify the voices of those behind bars and advocate for evidence-based reforms that ensure fairness, rehabilitation, and social reintegration. The organization remains committed to being part of multi-sectoral dialogues that shape a more humane and responsive criminal justice system in the Philippines.
