Justice delayed is justice denied. Everyone knows that ancient saying. Everyone repeats it during speeches. Everyone applauds it during conferences. Yet thousands of Persons Deprived of Liberty continue waiting inside overcrowded Philippine jails.

The GCTA Law was created to reward transformation and reduce needless incarceration. It should not become another punishment reserved for those still waiting for justice.

Every unreasonable delay teaches Filipinos that constitutional rights can be negotiated by bureaucracy. Every unnecessary detention tells poor people that liberty has a price tag. Every decade-long trial produces another reason for citizens to become cynical about law.
